EU countries want to stop Russia from selling natural gas to other places. It is happening now. When the gas gets to Europe, other ships take it to many countries.

Russia makes a lot of money by selling gas. This gas passes through Europe. This idea is to make Russia weaker in the gas market. But Russia is clever. They find ways of dealing with similar rules in the past. This fact worries people. They are not sure if these new rules will work.

Twenty-seven countries are in the EU. It takes time to talk about the rules. They need time to decide what to do next.

Difficult words: pass through (to make a journey from one place to another), gas market (buying and selling gas), deal (to solve a situation or problem).
