War crime arrest for Putin – level 1

On Friday, the International Criminal Court (ICC) issues an arrest warrant against Russian President Vladimir Putin. An arrest warrant is an official document which says that police can arrest someone.
123 countries are members of the ICC. If Putin enters any of these countries, police must arrest him. But the ICC has no police. So it is really up to the countries if they do it. Russia and Ukraine are not members of the ICC.
The ICC says that Russia takes hundreds of children from Ukrainian children’s homes. These children end up in Russia. Russian families adopt them. This is a war crime. Russian officials say that it does not happen.
Difficult words: arrest (when police take and keep someone), member (someone who belongs to a group), war crime (a very bad act which is against the laws of war).
