Uganda’s law about foreign money – level 2

Uganda is thinking about a new law, and it is causing a lot of trouble. This law wants to watch people and groups which get money from foreign countries.
If the law passes, these people might be called foreign agents. Some people in the government want to pass this law very fast, but many others think this is a bad idea. They say the law will punish people who don’t agree with the government. Some people think the law is good because it helps the government track money. But many people are afraid. For example, a taxi driver said that if foreign money doesn’t come into the country, his business will stop and he cannot help his family.
Many experts think that other countries and companies may not want to put money into Uganda. This could make the whole country poorer and less free.
Difficult words: pass (when a government officially accepts a new rule), punish (to make someone suffer because they did something wrong or broke a rule), track (to follow the movement or progress of something).
