Japan has new rules for bicycles. Many people ride bikes in Japan. Sometimes it is dangerous.
Now, the police are watching. You cannot use your phone on a bike. You cannot hold an umbrella in the rain. If you break a rule, you must pay money. This money is called a fine. The police want to help people who are walking. One woman has a collision with a bike. Her shoulder still hurts. These new rules are for everyone who is 16 years or older. People must be careful and follow the signs.
Difficult words: dangerous (not safe), umbrella (a tool which you hold over your head when it rains), collision (a crash).
