Mexico: Football or missing people? – level 2

Mexico is getting ready for the World Cup. The government is spending 55 million dollars on new police tools and cameras. They want to make sure the football fans and players are safe in the city of Guadalajara.
But there is a big problem in the same area. More than 16,000 people are missing. Families say that drug cartels or even police took their relatives away. These families are very sad and angry because the government is spending money on a game instead of finding their children. Many mothers and sisters joined groups to look for their missing family members. They go to empty fields and dig in the ground to find bodies. They often do this difficult work alone without any help from the police. Recently, they found a bag with bones very close to the airport.
The government says they are trying to stop the criminals, but the families don’t believe it. They think the government only cares about looking good for the World Cup, while the local people are still in danger.
Difficult words: missing (someone who cannot be found and no one knows where they are), drug cartel (a large group of dangerous criminals who sell illegal drugs), in danger (a situation where something bad may happen to you).
